I realize that it is always cheaper to live in the Midwest as opposed to California. One key to Dubuque will be when Amtrak reinstates the Black Hawk route (however, they need to work on the speed). It is a non-Interstate city (US 20 east three hours takes you to Chicago), so the passenger train route for this city planner becomes more intriguing. My view of smaller cities of the future will be influenced most by train availability. Give me a train route to a large city, I could be sold. Flying is too cost-prohibitive from a small city.
